Is Blazor low code?

No, Blazor is not a low code tool.
Blazor is a full-fledged Web Framework. It belongs to the Asp.Net Core Framework (Which is a framework for building web app and web apis using C# and .Net)

Blazor can be used to build complete SPA (Single Page Apps), Mobile Apps, PWA (Progressive Web Apps), as well as fully featured multi-page apps.

Blazor has multiple flavors which sometimes gets called as Hosting Models and Render Modes. 

Below are the Flavors of Blazor

  1. Static Server Side Rendering (SSR) - We can build non-interactive server side rendered static apps using this mode. (You could compare it with Asp.Net Core MVC)
  2. Blazor Server (uses SignalR) - We can build interactive server rendered apps using this mode
  3. Blazor WASM (Blazor WebAssembly) - We can build fully functional pure SPA (Single Page Apps) and PWAs (Progressive Web Apps) using this mode
  4. Blazor Hybrid - .Net MAUI Blazor Hybrid - We can build Cross Platform Mobile (Android and iOS) and Desktop (Wndows and macOS) Apps using this mode
